MI5 Director Warns of Escalating Foreign Threats

MI5 is facing a “new era” characterized by a surge in threats from foreign states like Russia, China, and Iran, according to Sir Ken McCallum, the Director General of MI5. Hostile actors are actively plotting surveillance, sabotage, arson, and physical violence within the UK, prompting the security service to be vigilant.

Terror investigations have reached almost record levels, with a worrying number of children being arrested last year. The intelligence service has disrupted 19 late-stage attack plots and intervened in numerous developing threats since 2020, reflecting the evolving challenges faced by MI5.

Sir Ken emphasized the increasing complexity and volume of terror investigations, noting that the current landscape is significantly shaped by a more hostile global environment. The threats range from Islamist groups to extreme right-wing ideologies, with Al Qaeda and Islamic State showing renewed ambition and exploiting instability abroad.

The spike in state-based threats to Britain, fueled by Russia, China, and Iran, has led to a 35% rise in the number of individuals under investigation in the past year. State actors are resorting to terror-style tactics, planning surveillance, sabotage, and violence in the UK.

Of particular concern is the involvement of children in terrorism, with one in five of the 232 terror arrests last year involving minors under 17. Sir Ken highlighted the challenges of monitoring online activities where terrorism can propagate, emphasizing the need for proactive interventions to prevent radicalization.

To address the issue of youth radicalization, Sir Ken introduced plans for an Interventions Centre of Expertise, focusing on managing threats involving adolescents, mental health issues, and other complex risks. Additionally, he discussed the emerging threat of rogue AI, highlighting the dual nature of technology that can aid in security efforts but also be exploited by malicious actors.

Regarding national security, Sir Ken underscored the continuous threat posed by Chinese spies and the need for a balanced approach in dealing with China, seizing opportunities while defending against potential risks. He expressed frustration over the collapse of an espionage trial involving Chinese spies, emphasizing the importance of remaining resolute in defending against external threats.
